To create a ball speed that is required of tour greens, you need to fill the turf fibers with sand and top dress right up to the top of the fibers. At that point, you are putting almost entirely on sand and not the fibers. In time, the sand will settle or wash out, and your sand-filled green will become much slower.

The Mirage Tour-Putt surface has Stimp speeds comparable to most PGA greens, without using deep sand infill or top dressings.
